Why we evaluate our work

By assessing what works – and what doesn’t – we aim to ensure every project delivers maximum impact for the people we serve, and contributes to lasting change.

We evaluate our work to strengthen our accountability to the people and communities we serve, and our donors and supporters. It enables us to build knowledge based on evidence and learning, and informs implementation and strategic decision-making.

How we do evaluations

Our evaluations focus on providing an assessment of a project’s achievements, key learning and recommendations for future projects. We commission external evaluations to be conducted by independent consultants, and we conduct our own internal reviews to focus on learning and adaptation.

All of our evaluations adopt inclusive approaches and involve extensive consultation with a wide range of project stakeholders. Where possible, we use innovative and participatory methods and tools to elevate the voices and experiences of project participants and the people and communities we serve.

Types of evaluation 

  • End-of-term evaluations are carried out at the end of a project based on strategic importance and donor requirements. We usually apply an adapted version of the OECD-DAC criteria, which covers relevance, coherence, effectiveness, efficiency, impact, sustainability, scalability, and equity and inclusion.
  • Mid-term reviews are carried out on ongoing projects or programmes that are longer than two years or if required by a donor. They focus on identifying adjustments and improvements to inform remaining implementation.
  • Synthesis reviews collate and synthesise evidence from evaluations on a specific topic, to inform future strategy and programming.

Inclusive eye health

Project name: Improving National Systems in Pakistan for Integrated Action on Refractive Error (INSPIRE)
Country: Pakistan
Type: Mid-term review
Year: 2025
Funded by: European Commission

This project aimed to bridge gaps in national refractive error services by promoting sustainable and equitable refractive optical services in the Multan and Sheikhupura districts of Pakistan. The mid-term review assessed the project’s progress against its objectives, relevance, collaboration with stakeholder and potential for sustainability. It has generated learning to inform future strategies for scaling up refractive services in Pakistan and beyond.

Social inclusion

Project name: Improving livelihoods of youth with disabilities
Country: Uganda
Type: End-of-term evaluation
Year: 2021
Funded by: European Commission/Big Lottery Fund

The project was designed to support young people with disabilities to gain employment skills and increase their opportunities for paid work and their access to financial services. The end-term evaluation was commissioned to determine if the project reached its objectives, and what key successes and challenges were faced in the process.

Inclusive education

Project name: Tusambilile Chapamo: Let’s learn together
Country: Zambia
Type: End-of-term evaluation
Year completed: 2025
Funded by: European Commission

The project was funded by the European Commission and led by Sightsavers in partnership with the Zambian Federation of Disability Organisations. It aimed to develop a scalable, cost-effective inclusive education model that addresses barriers faced by children and young people with special educational needs and disabilities, improving access and participation in quality education and future employment opportunities.

Economic empowerment

Project name: Unrestricted funding portfolio

Type: End-of-term evaluation
Year: 2026
Funded by: Sightsavers

The report presents the findings of the evaluation of Sightsavers’ unrestricted economic empowerment programmes. The portfolio piloted four different economic empowerment models across nine countries, with the intention of understanding how, and in which contexts, each of these models contributes to the economic empowerment of people with disabilities.

Project name: Irish Aid Programme Grant II

Year: 2021
Funded by: Irish Aid

Through this programme, Sightsavers Ireland worked with partners to implement system strengthening programmes for each of the thematic strategies in areas of eye health, inclusive education, neglected tropical disease elimination, and citizenship and political participation. The purpose of the end-of-term evaluation was to assess the emerging results and progress towards impact that the programme is having on the people and communities served by the PGII projects.

Type: Synthesis review of how sustainability is assessed in Sightsavers’ evaluations

The aim of this review was to provide Sightsavers’ monitoring, evaluation and learning (MEL) team with a stronger understanding of how sustainability is being assessed in evaluations and what can be done to strengthen this. The findings aim to inform and support future evaluators to assess sustainability capacity and outcomes of Sightsavers’ programmes comprehensively and accurately. The review aims to enable Sightsavers’ teams to better use existing and future learning and recommendations related to sustainability in the design and delivery of programmes.
